The HUD First-Time Homebuyer Study is sponsored by the U.S. Department of Housing and Urban Development (HUD). To conduct the study, HUD hired a study team that includes Abt Associates, Abt SRBI, and their subcontractors. HUD is interested in learning more about the kinds of information first-time homebuyers find helpful as they navigate the path to successful homeownership.
The study is trying to recruit 6,000 study participants in 28 cities around the United States. The study will ask these participants to provide information about their experiences with the home purchase process and with homeownership. The results will help HUD to better understand the experiences of first-time homebuyers.
|Step 1: Letter from Your Lender|
Your lender will send you a letter that introduces the study.
|Step 2: Telephone Call from Your Lender|
Your lender will call to ask for permission to share your contact information with the study team. The person you speak with will be a representative of the lender. You do not need to decide whether to participate in the study at this time. Your lender is only asking whether they can refer you to the study team.

Study Participant Consent Statement
|Step 4: Telephone Call from the Study Team|
Abt SRBI will call to ask whether you want to enroll in the study. Completing the enrollment process can be done over the telephone and takes about 35 minutes. If you choose to enroll, you can complete the enrollment process immediately or schedule a time for SRBI to call back.
|Step 5: Receive the Initial Payment|
After you complete the study enrollment process you will receive the first payment for your time and help with this study. As you participate in additional study activities you will receive additional payments. If you participate in this study you could be asked to complete homebuyer education and counseling. You will also be asked to complete two telephone surveys in future years.
Recruitment of study participants is occurring through study participating lenders in the study’s designated cities. The study must adhere strictly to this recruitment process. If you have not been recruited by a participating lender, it is not possible to enroll in the study by contacting HUD or the research team.

What is it?
The United States Department of Housing and Urban Development (HUD) is studying the benefits of information, education and counseling for first-time homebuyers. The study will track 6,000 people over several years. HUD hopes to learn how people become successful homeowners. If you join the study, you will be helping more Americans be more successful in buying their first homes.
What is the benefit of participating?
You will receive $150 or more as a thank you from the research team for your time and as an expression of appreciation for your help with this important study. Depending on which study activities are completed, some study participants will receive up to $250. You will also be contributing to an important national study that will help future first-time homebuyers like you.
Do I have to participate?
Participation is completely voluntary. You can leave the study at any point. Whether you participate or not, your application for a home loan and services provided by your lender will not be affected.
Will my information be kept private?
Information you give will not be shared outside the study team. Study reports will not reveal your identity or mention you by name.
What do I have to do?
If you join the study, you will complete one or more of the following activities.
- One 30 minute phone survey.
- If selected, participate in homebuyer education and counseling services. You may be referred to participate in these services either at a local HUD-approved housing counseling agency or over the phone and online.
- Two follow-up phone surveys over the next two to three years (participants receive $35 for each completed survey).
What if I decide not to buy a home?
The study is recruiting participants who expect to buy a home in the next few months. If you decide not to purchase a home, we’ll ask you to continue to participate in the study and complete all follow-up surveys. We want to hear about the experiences of all study participants, including those who decide not to purchase homes.
What information is the study seeking?
HUD wants to learn about the services people seek, the steps they take, and the experiences they have when buying their first homes.
Consent Statement for Study Participants
The consent statement is an important part of the enrollment process. This statement describes the specific activities that are involved in study participation. It also serves as the agreement between the research team and you as a study participant, providing information about the research team’s obligations and your rights as a study participant. During the enrollment call, the interviewer will read the consent statement and ask for your consent to enroll you in the study. Participation in the study is voluntary.
